Im fine with cosmetic stores because it has no bearing on balance. Maybe im biased, because i dont care about fashion in mmos at all, but league has done great with a cosmetics model.
I don't like the fomo aspect of the shop. They are always stressing that they want a "honest transaction" with their customers. Creating an artificial rarity, by pushing a button to make costumes not available anymore, just feels dishonest to me. They just do it, to exploit a psychological character trait.
