PvP should only be allowed on Freeholds, after it's Node is destroyed in a siege.
This should only apply to the Freehold owner, so random people can't hide on your Freehold.
There should never be PvP in Taverns, or Inns.
Concerning the dynamic of the world, mobs, pve,…
Maybe, like the land management for gathering, they can expand this system to make pve more dynamic and interesting.
