I would implement if you attack and you die you go on a cool down before rezing or if you die as an attacker your loot is dropped by a percentage…mored tomes you die bigger percentage is taken off.
More risk? Not sure about that, but what they need is less opportunity. A player should not be able to attack, die, come back and attack again on the same caravan repeatedly. I don't know that you can do that from a time/distance standpoint since the wagon's don't exactly fly down the road. I like the idea in the comment below from @JohnAPrescott going the route of less reward as a solution. Think less about increasing the negative and try reducing the positive.
