I feel that with the increase in resources coupled with the random spawn spots, there should be enough for everyone. However if a rare vein was discovered then it may be protected until it is gone.
With the surveying skill, you may be able to narrow your search which can save time, reduce unnecessary gatherables and find hidden spawns. It will be cool to see it in action.
And remember this is sll subject to change so it can only get better with heavier testing.
