Activities such as caravans are not story arcs, in my opinion. Now, quest that affects the main story or that follows the lore to me, is more is much more of a true story arc. Everything else is just a personal story or experience. Stephen stated that there will be quests/raids that affect the entire world and the direction the world story goes.
