I vie the nodes as a soft cap, the xps in the area will remain constand until the node levels again and higher mobs spawn. I guess they can travel to a higher level area and return later but that will do nothing to level the local node. But in reality most players will naturally gravitate to faster growing areas anyway due to the oportunities and resources they provide.
